The story begins with a mysterious secret society called the Black Dragons, who are plotting to sabotage the United States' war efforts during World War II. Led by a sinister figure known as the Dragon, the group aims to spread chaos and discord in America.
A Japanese spy named Mr. Melcher arrives in America under the guise of a businessman. He quickly establishes connections with wealthy industrialists and influential figures, using them to further the Black Dragons' agenda.
Meanwhile, American intelligence becomes aware of the Black Dragons' activities and assigns agent Rex Bennett to investigate. Bennett, a skilled martial artist and detective, infiltrates the group to gather intelligence and disrupt their plans.
As Bennett delves deeper into the Black Dragons' operations, he uncovers a web of intrigue involving betrayal, espionage, and conspiracy. Along the way, he encounters various obstacles and adversaries, including femme fatale Sonya Rokoff, who is secretly working for the Black Dragons.
With the help of his allies, including a fellow agent named Janet, Bennett races against time to thwart the Black Dragons' schemes and protect the nation from their sinister plot. The climax of the film sees Bennett confronting the Dragon and his cohorts in a dramatic showdown, culminating in a thrilling finale where justice triumphs over evil (1942).
