The film opens with the arrival of a man named Franz Kindler (played by Orson Welles) in the small town of Harper, Connecticut. Kindler poses as a schoolteacher and quickly gains the trust and admiration of the townspeople. However, his true identity is that of a high-ranking Nazi official responsible for orchestrating the Holocaust.

Meanwhile, a federal agent named Mr. Wilson (played by Edward G. Robinson) is hot on Kindler's trail. Wilson has been tracking Nazi war criminals who have escaped prosecution, and he has reason to believe that Kindler is hiding in Harper. Wilson arrives in town and begins his investigation, determined to expose Kindler's true identity and bring him to justice.

As Wilson delves deeper into the mystery, he uncovers evidence of Kindler's past crimes and his efforts to cover up his identity. He also forms a romantic connection with Mary Longstreet (played by Loretta Young), the daughter of a Supreme Court justice who is unaware of Kindler's true nature.

The tension builds as Wilson closes in on Kindler, who becomes increasingly desperate to evade capture. Kindler's past catches up with him, leading to a dramatic confrontation between him and Wilson in the film's climax (1946).
